In Holland they are the ones who have it easy. Dutch women take the initiative without a problem, not only can they ask you out but they are even capable of daring to propose marriage.
If this romance thing depends on specific cultural reasons, I'm sure more than one would be happy to replicate the Swedish and Dutch conditions here.

Something that stands out about the Dutch is that they are very friendly and good to talk to strangers. Also, they don't go out of their way to walk down the streets, they are very relaxed and practical with fashion. The men, in my opinion, care more than the girls.
